It's so illicit
To be fair, Papa Dee's opens at night. But the national liquor act, under which liquor licences are issued, forbids a less-than-5m distance between a liquor outlet and a school, a church or a public building, regardless of trading hours.
Moreover, liquor licences are stringent with varying degrees of permissible permutations.
Papa Dee's styles itself as a pub. Under the law this means it is not permitted to have striptease dancing, even if this was allowed under the definition of entertainment.
In terms of the Gauteng Liquor Act 2 of 2003, "pub" is a place where liquor is sold for consumption together with snacks or light meals.
Compounding Papa Dee's illegal woes is that he circulates, albeit on the premises, adult entertainment on two TV monitors, capturing the live action to broadcast it for patrons whose view is obstructed by others.
For this Papa Dee should have an adult film licence from the film and publications board .
Papa Dee lives on the premises with his family, so children may be present at the liquor outlet, which is forbidden by law.
Last night the Gauteng Liquor Inspectorate, with the SAPS, after being alerted by Sunday World, were scheduled to effect a closure of the pub-cum-striptease venue. However, they failed to turn up.
